<br />91;: /f7S <br /> <br />BETH HOLTHUSEN - REGION III: Beth Holthusen with Region III and Rod Bass with Mid- <br />Plains requested to speak to the board concerning accessing additional funding. By running the <br />funds for Mid-Plains through Region III this would allow Region III to access additional funds up <br />to $675,000.00. Deputy County Attorney Jerry Janulewicz recommended that a new service <br />agreement be signed. Beth provided the Board with hand-outs summarizing treatment services, <br />county usage of EPC funds and other information and answered questions. It was suggested that <br />the distribution of the funds be in separate line items. This will be reviewed later. <br /> <br />BERNARD MONBOUQUETTE REGARDING NORTHERN PONCA HOUSING <br />AUTHORITY: Bernard Monbouquette, attorney for the Norther Ponca Housing Authority, <br />stated that the tribe was reorganized in 1980 and after that a scattered sit housing authority was <br />established. The Federal Housing Authority has recognized 9 new counties as sites and Hall <br />County has 2 housing sites. Federal requirements make an agreement with a local governmental <br />entity necessary. In 1996, the State Legislature added the definition of Indian tribe to state statut.e <br />71-1510 which now allows the HUD home to be tax exempt. Mr. Monbouquette explained that <br />one unit would be a rental and one would be a long term purchase that would eventually result in <br />ownership and return the property to the tax rolls. The ownership and rental of the properties are <br />strictly monitored. Deputy County Attorney Jerry Janulewicz will review the agreement and <br />verify if the services from the City and Schools will be available. An agreement will be drawn <br />up and sent to the board to sign. It was suggested that Mr. Monbouquette contact Rod Rupple, <br />with the Hall County Housing Authority. <br /> <br />10:10 BREAK <br /> <br /> <br />10:20 RETURNED TO SESSION <br /> <br />AMUSEMENT LICENSE - GRAND ISLAND SADDLE CLUB: Quandt made a motion and <br />Stelk seconded to approve the Amusement License for Grand Island Saddle Club. Abernethy, <br />Lancaster, Landis, Long, Quandt and Stelk all voted yes and none voted no. Motion carried. <br />Hartman was not present for the vote. <br /> <br />SIGN AGREEMENT WITH CONTRACTORS MACHINERY AND HALL COUNTY: Stelk <br />made a motion and Quandt seconded to authorize the Chair to sign the agreement with <br />Contractors Machinery for the loader. Abernethy, Lancaster, Long, Quandt and Stelk all voted <br />yes and none voted no. Motion carried. Hartman and Landis were not present for the vote. <br /> <br />PROPOSAL FOR NEW BOARD ROOM CALL LIGHTS: Chairman Long talked to Rick <br />Stepanek with Building and Grounds, concerning the call lights on the horseshoe. The lights can <br />be fastened down and hard-wired so the lights can be switched on and off. The board also <br />discussed purchasing blinds for the windows which could be closed when the board holds <br />executive session. Stelk made a motion and Abernethy seconded to install the lights and pay the <br />$290.00 from the County Boards budget. Lisa Hagen will also get estimates on the blinds and <br />bring them to the board June 3. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk <br />all voted yes and none voted no. Motion carried. <br /> <br />APPROVE RESOLUTION TO WITHDRAW COLLATERAL: Stelk made a motion and <br />Hartman seconded, to approve Resolution # 97-0038 and Resolution #97-0039 to withdraw <br />collateral, accept and place on file the Hall County Treasurer's Miscellaneous Treasurer's <br />Receipts and Communications. Abernethy, Hartman, Lancaster, Landis, Long, Quandt and Stelk <br />all voted yes and none voted no.
