<br />HALL COUNTY BOARD OF SUPERVISOR MEETING, FEBRUARY 11, 1997
<br />
<br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session
<br />and by published call, in the County Board meeting room, 121 South Pine,
<br />Grand Island.
<br />
<br />CALL TO ORDER: The meeting was called to order by Chair Huey Long.
<br />
<br />INVOCATION: Invocation was given by Rev. Gary Schulte, Evangelical Free
<br />Church, Grand Island.
<br />
<br />PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was given in unison.
<br />
<br />ROLL CALL: Present on roll call were Irene Abernethy, Pamela Lancaster,
<br />Huey Long, Gary Quandt and Tammie Stelk. Margaret Landis
<br />arrived at 9:06 a.m. Richard Hartman was absent.
<br />
<br />Present were County Attorney Ellen Totzke, news media representatives from
<br />Grand Island Independent and KRGI Radio.
<br />
<br />MINUTES OF FEBRUARY 4TH MEETING: Motion by Quandt, seconded by Stelk to
<br />accept minutes of February 4th meeting as received. Abernethy, Lancaster,
<br />Landis, Long, Quandt and Stelk voted yes, none voted no. Hartman absent.
<br />
<br />FINAL PLAT R & D SUBDIVISION located immediately west of north Road and
<br />254 feet south of One R Road (1 lot) Regional Planning Director Dave
<br />Barber was present and explained the location and stated the Regional Plan-
<br />ning Commission had recommended County Board approve the final plat.
<br />Motion by Quandt, seconded by Stelk to approve final plat and authorize
<br />chair to sign the R&D Subdivision final plat. Abernethy, Lancaster, Landis,
<br />Long, Quandt and Stelk voted yes, none voted no. Hartman was absent. Motion
<br />carried.
<br />
<br />HOLLISTER'S HILLTOP SUBDIVISION, located immediately west of Hilltop Road
<br />and approximately 2640 feet south of Platte River Drive (1 lot). Regional
<br />Planning Director Dave Barber explained the location and stated the Regional
<br />Planning Commission had recommended County Board approve the final plat.
<br />Motion by Abernethy, seconded by Landis to approve and authorize chair
<br />to sign the final plat for Hollister's Hilltop Subdivision. Abernethy,
<br />Lancaster, Landis, Long, Quandt and Stelk voted yes, none voted no. Hartman
<br />was absent. Motion carried.
<br />
<br />PROPOSED AMENDMENT TO REZONE FROM AG-l AGRICULTURAL ZONE TO AG-2 AGRICULTURAL
<br />ZONE, FALLING WITHIN OR ADJACENT TO THE 1 MILE ZONING JURISDICTION OF THE
<br />VILLAGE OF DONIPHAN. Regional Planning Director Dave Barber spoke in regard
<br />to the rezoning and the Regional Planning Commission had held public hearing
<br />to consider the request from the Village Board of Doniphan. After the public
<br />hearing, the Planning Commission recommended the County Board not approve
<br />the proposed rezoning.
<br />Motion by Landis, seconded by Stelk to accept the Regional Planning
<br />Commission recommendation and deny the proposed rezoning for Doniphan
<br />Village. Abernethy, Lancaster, Landis, Long, Quandt and Stelk voted yes,
<br />none voted no. Hartman was absent. Motion carried.
<br />
<br />PUBLIC PARTICIPATION: Louise Miller, 1104 West Charles spoke objecting to
<br />the signs at Courthouse being printed in spanish.
<br />
<br />OLSSON ASSOCIATES IN REGARD TO SOUTH LOCUST STREET IMPROVEMENTS OA PROJECT
<br />NO. 96-0427.00 Requesting Hall County Notice to Proceed letter to be signed.
<br />Motion by Stelk, seconded by Abernethy to have letter signed for Project
<br />#STP-5415 Bridge No. 96-047.00 and $9350.00 be the compensation for the
<br />preliminary design. Discussion followed.
<br />Stelk amended the motion and Abernethy seconded to approve signing the
<br />notice to proceed, with County responsible for $9350.00 for the preliminary
<br />design and with understanding of the February 4, 1997 meeting with City of
<br />Grand Island officials, when they stated they will be responsible for any
<br />costs over the extended project and authorize Public Works Director and
<br />County Board Chair to sign the notice. Abernethy, Lancaster, Landis, Long,
<br />Quandt and Stelk voted yes, none voted no. Hartman was absent. Motion carried.
<br />
<br />MULTIPLE SCLEROSIS SOCIETY LETTER OF REQUEST for approval to use the Hall
<br />County Courthouse Lawn for one of water stops on Sunday Morning April 13,
<br />1997, approximate time 9:30 a.m. until 1:00 p.m.
<br />Motion by Quandt, seconded by Stelk to approve and grant the request for
<br />water stop for the MS walk on Sunday April 13, 1997. Abernethy, Lancaster,
<br />Landis, Long, Quandt and Stelk voted yes, none voted no. Hartman was absent.
<br />Motion carried.
