County Assessor <br />Jan Pelland explained that there were only 17 sales on homes at <br />this value and they are only at 88%. She stated that these homes <br />are built at the owners' specifications and there may be 50 homes <br />in this category. If the Board of Equalization lowers a home it <br />affects the market for 3 years. With a mass appraisal they try <br />to do the best they can/then address the exceptions. Landis <br />stated her concerns on the ag-Iand and how TERC ordered Hall <br />County to raise their value. Pelland stated that the sale of the <br />small tracts of ag-Iand at a high cost cause the valuation to go <br />up. Pelland said they use a standard manual to help determine <br />the value of new homes and they must be equally assessed. Quandt <br />stated that when the valuation goes up the taxes still go up even <br />if the mill levy is the same.
