8. DISCUSSION AND POSSIBLE ACTION REGARDING CAPITAL AVENUE WIDENING <br /> PROJECT AND ITS EFF�CT ON HALL COUNTY VETERANS PARK <br /> Matt Rief with Olsson and Associates displayed aerial pictures of the proposed project. 5tarting <br /> at Webb Road Capital Avenue will have 5 lanes. This is a safety issue. There will also be a <br /> hike and bike trail an the north sid� all the way to Ashley Park and there will also be a new <br /> gravity sanitary sewer system. The roadway will be widened on the south side only 2 to 3 feet <br /> but will increase on th� narth side 26 feet. They are hoping to save the trees in the park. The <br /> impact on the Veterans Park will be on the side walk and some of the memorial bricks that that <br /> may have to be relocated. The sewer project is ta start in 2014 and road project will not start <br /> until 2015 and there ar� federal dollars that will be available. <br /> Scott Griepenstroh was also present and they will take care of the maintenance on the bike trail. <br /> They will need the right of way for the sanitary sewer and some electrical easements and at this <br /> time they may have to remove one tree in the park and two trees at the veterans club. <br /> Ms. Lancaster stated that the board needs to address the issue who needs to sign off on the <br /> project. <br /> McFarland questioned the lett�r and stated that St�ve Riehle had express�d come concerns. <br /> Deputy County Attorney Sarah Jahnsan stated that Mr. Zitterkopf wauld like to address same <br /> items with the county board and requested that the board address this issue in 2 weeks. <br /> Mr. Sherlock pointed out that there are 2 projects the widening of the road and also the sewer <br /> prvject and it will have more of an impact. He a�so questioned th� overhead power lines and <br /> asked if they were going to consider burying the lin�s. Mr. Rief stated that there was discussion <br /> regarding this but the cost would be double and it takes Ionger. There will also be the issue of <br /> the easements and they will be doing some trench boxing and same micro drilling under <br /> Broadwell Street and the railroad tracks. They will be coming back to address the easements. <br /> They want to sav� most of the trees in the park. <br /> Deputy County Attorney Sarah Johnson requested that the board wait on this because they <br /> want to address some issues in the letter. Mr. Rief stated that he does not have a problem <br /> waiting for 2 weeks. <br /> 10. DISCUSS AND TAKE ACTION ON MEMBERSHIP TO SOUTH CENTRAL ECONOMIC <br /> DEVELOPMENT DISTRICT (AUDIT COMMITTEE) — Ms. Lancaster stated that since the last <br /> meeting she did some checking an the variaus economic dev�lopment districts and also Mr. <br /> Ferguson provided infarmation from Mark Wortman that it is no longer required to belong to an <br /> economic development district to be etigible for a certain line of grants. There are some <br /> concerns and Mr. Ferguson feels that there is some value but it is the County Board's decision. <br /> Mr. Schuppan stated that board needs to review the issue; they have the jurisdiction and <br /> consider the alt�rnative opportunities. He noted that Wood River is currently working on a <br /> project and there was some concern what wauld happen if Hall County dropped out of the <br /> district. He suggested continuing the memb�rship for this year and see if th�re were any <br /> improvements. <br /> Mr. Quandt stated that we currently contribute $4Q,000.00 to Grand Island Economic <br /> Development and is concerned that there may not be any changes. <br /> Arnold stated that this is good information.
