YOLANDO NUNCIO: Yolanda Chavez Nuncio introduced herself to the Board as <br />the Chair of the N raska Mexican American Commission and stated that Cecilia Olivarez Huerta <br />Executive Director was scheduled to be present but was unable to attend. They ~e an advocacy <br />agency serving on ehalf of the Mexican American residents of Nebraska. She stated..Mr. Quandt <br />as a citizen has bro ght up an issue that the board needs to address concerning inappropriate <br />comments. She re d the following comments and Ms. Huerta made the following <br />recommendations: <br /> <br />1) <br /> <br />Adopt a C <br />officials. It was <br />terrnine whether or not the term employee covers elected and <br />fficials also since the titfe separates the two.) <br /> <br />2) Add an ite in the Code of Ethics which supports both affirmative action and <br />equal empl yment opportunity. <br /> <br />3) Develop a affirmative action plan for employees, prospective employees and <br />for custom rs (members of the public) that prohibits discrimination against any <br />individuals or group based upon race, color, religion, sex, age, national origin, <br />physical or mental disability or marital status. This plan should include a <br />complaint r grievance process. <br /> <br />4) Adopt a W rk Place Harassment Policy which would ensure fair and equal <br />treatment f r all women and men. Wo-rk Place Harassment should be <br />defined as, Le., sexual harassment or any inflammatory comments, jokes, <br />printed ma erial and/or innuendos or actions based on race, color, religion, age, <br />disability 0 national origin. A v;olation of this policy should be considered <br />discriminat on. It should also be considered a violation of policy if a supervisor <br />fails to act pon a complaint of harassment or discrimination. <br /> <br />The Policy should obngate an offices of county government to eUminate all <br />forms of di crimination in the work place and to take immediate and appropriate <br />action to i vestigate all complaints. <br /> <br />5 Develop a mandatory plan for cultural and diversity awareness training for all <br />levels of el cted officials and employees. The plan should also provide for a <br />method of accountability. (The Mexican American Commission is willing to <br />work with he Board in identifying cultural and diversity consultants and <br />trainers. ) <br /> <br />6) d adopt a Code of Conduct which would direct the behavior of <br />the Coun Board of Supervisors during all meetings. Reading the Code of <br />Conduct p jor to each meeting as a reminder of the board's commitment to the <br />eliminatio of discrimination. (Reference: Page 2, For the Employee- <br />Employe Selection and page 25 memo "Prohibition of Discrimination" <br /> <br />She stated that H I County is changing and requested that the board address these concerns in <br />90 days. Chairmap Jeffries stated that personnel committee will take a serious look at these <br />issues. Mr. Logan stated that Ball County will be hold a public relations seminar for all Hall <br />County employees in October. · <br /> <br />
