PUBLIC HEARING - AMENDMENTS TO HALL COUNTY ZONING CO- <br />DEPENDENT RELATIONSHIP BETWEEN GUEST HOUSE AND PRINCIPAL <br />RESIDENCE: Regional Planning Director Dave Barber stated that the <br />Regional Planning Commission held a public hearing June 9, 1999 <br />and they recommended the proposed amendment be made. He stated <br />that this is an oversite in the current zoning regulations. <br />Guest houses are allowed in agricultural areas. If the guest <br />house is 300 to 500 feet from the principal residence it would <br />really be a second dwelling. A guest house must be tied to the <br />principal dwelling by sewer, water and electrical services. The <br />residents must be involved in farming activity. Stelk questioned <br />if an existing older home was converted to a bed and breakfast <br />and another dwelling was built how would this affect the <br />situation. Barber explained that the dwellings must be tied <br />together in order to be considered a guest house. Deputy County <br />Attorney Jerry Janulewicz said a guest house could not be part of <br />a business it must be farm and family use. <br /> <br />11:00 a.m. Logan made a motion and Stelk seconded to close the <br />public hearing. Arnold, Hartman, Jeffries, Lancaster, Landis, <br />Logan and Stelk all voted yes and none voted no. Motion carried. <br /> <br />COUNTY ATTORNEY - A. CONSIDER & APPROVE AGREEMENT WITH THE <br />NEBRASKA DEPARTMENT OF ROADS CONCERNING THE BURLINGTON DEPOT <br />PROJECT: Deputy County Attorney Jerry Janulewicz stated that <br />there were some concerns on the Burlington Depot project and the <br />State requires that the county should have an agreement with the <br />historical society. The board authorized Janulewicz to work out <br />an agreement with the Historicial Society. <br />
