Held a Board af Equalization meeting <br /> 9:10 a.m. Returned to the regular meeting. <br /> PUBLIC PARTICIPATION — Chairman Lancaster called for public participation and no one <br /> responded. <br /> S. AARON ROSS, FRIENDSHIP HOUSE PR�SENTATION - Mr. Quandt stated that Mr. Ross <br /> gave a presentation to Region III and he asked him to give the presentation to the County <br /> Baard. <br /> Aaron Ross, Director of the Friendship House gave a power point presentation. It was <br /> established in 196$ as a men's substance abuse center. They prepare residents for transition <br /> into the community. They have recently become a United Way partner. <br /> They are funded through R�gian III and from room and board of the residents. He noted that <br /> federal state and local funds are spent on health care costs and criminal justice costs and only 2 <br /> cents of every dollar is spent on treatment and research. <br /> Quandt stated that this is a good pragram and it saves money. <br /> 9. BETH BAXTER, REGION III PRESENTATION AND UPDAT� Beth Baxter with Region III <br /> was present and she distributed information to the board members. Their total funding for their <br /> services is $12.9 millian dollars and Hall County accounted for 31.6% of individuals served in <br /> Region III and provid�d 28.6% of the county match funds. She reviewed the statistical <br /> information and the emergency protective custody cases. Mr. Arnold noted that the EPC cases <br /> are dawn because of the crisis stabilization unit at Mid Plains. The center provides education <br /> and better assessments. He noted that every time an EPC is avoided it saves dollars in the <br /> criminal justice system. <br /> Ms. Baxter stated that people work together to form this partnership. <br /> Ms. Lancaster thanked her for the informatian and stated that she appreciates th� coaperation <br /> between the entities. <br /> 10. UNIT�D WAY PRESENTATION - Mr. Quandt introduced Karen Rathke president of the <br /> United Way. She stated that they cover Hall, Hamilton, Howard and Merrick Counties. They <br /> recently had their United Way Kick aff with the Acts of Kindness week. Their primary focus is <br /> education, income and health. She stated that October 21 they will have the macaroni project <br /> involving �400 youth to package macaroni, there will be the imagination library where free books <br /> will be distributed to 1000 children, the Big Brother and Big Sister Program and they also have a <br /> program to mentor pregnant and parenting teens. 5he also noted the CASA program and the <br /> Red Cross. <br /> Mr. Quandt is the Chair of the Hall County campaign along with Steve Riehle. <br /> Mr. Arnold thanked her far coming and stated that all of these programs make this community a <br /> better place to live. <br /> 11.
