DISCUSS AND TAKE ACTIQN ON INTERL�CAL AGREEMENT WITH SOUTH CENTRAL PLANNING, �XERCISE, AND TRAINING REGIONAL GROUP AND AUTHORIZE CHAIR TO SIGN M�MORANDUM OF UNDERSTANDING - Emergency Management Director Jon Rosenlund stated that 5 years ago the South Central Planning Exercise and Training Regional group was formed it consists of counties Adams, Buffalo, Clay, Dawson , Franklin, Frontier, Gosper, Hall, Hamilton, Harlan, Kearney, Lincoln, Nuckolls, Phelps and Webster and the cities and villages within the counties. The Homeland Security dollars are sent to the state and then to the PET regions. This is how the narrow band radio project was funded. The funds are used for equipment training and exercises. This was a 5 year agreement and it is time to renew it to continue the participation. The Homeland Security dallars are slowly going down, the dollars are divided by papulation and this PET region is the second largest. Purdy made a motion and Arnald seconded to approve Resolution #12-048 and authorize the chair to sign the agreement. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziala all voted yes and none voted no. Motion carried. 9. DISCUSSION REGARDING PUBLIC SERVICE COMMISSION SEEKING COMMENT REGARDING CHANGES MADE TO THE WIRELESS E-911 SUPPORT ALLOCATION MOD�L - Mr. Rosenlund stated that the Public Service Commission is receiving comments regarding the wireless surcharge. They currently receive $45,000.00 but the commission is looking at a reduction an the surcharge. They currently have e a surplus of funds and there was a group that went to the meeting to give testimany and suggestions on the use of the funds. He does not think they shauld reduce the surcharge. The commission is recommending to consalidate the emergency management departments but he has concerns on how a cansolidated unit could manage calls in another county, He thinks it is premature to reduce the funding they may not be meeting the needs of the state at this time. Lancaster suggested talking to Larry Dix with NACO to see if he could get an opinion and support. They are having meeting an Thursday and the comments are due on August 21 S'with the hearing scheduled for August 28'h. This will affect the entire state. Arnold stated that the increased use of cell phones has increased the demand on law enforcement and it makes good sense to have the money going locally. Mr. Rosenlund stated that he is pleased that the funds have paid for some of th� upgrades, but he would like to see that the surcharge can be used for personnel costs. So far the public service commission has been responsive and fair. Purdy stated that we don't mind paying the 50 cents surcharge but there would be better control if it was controlled locally. This may require some legislative changes. 5
