9:30 A.M. Held a Board af Corrections' meeting <br /> 9:55 a.m. Returned to regular session <br /> 8. DISCUSS AND TAKE ACTIQN ON INTERL�CAL AGREEMENT WITH SOUTH CENTRAL <br /> PLANNING, �XERCISE, AND TRAINING REGIONAL GROUP AND AUTHORIZE CHAIR TO <br /> SIGN M�MORANDUM OF UNDERSTANDING - Emergency Management Director Jon <br /> Rosenlund stated that 5 years ago the South Central Planning Exercise and Training Regional <br /> group was formed it consists of counties Adams, Buffalo, Clay, Dawson , Franklin, Frontier, <br /> Gosper, Hall, Hamilton, Harlan, Kearney, Lincoln, Nuckolls, Phelps and Webster and the cities <br /> and villages within the counties. The Homeland Security dollars are sent to the state and then <br /> to the PET regions. This is how the narrow band radio project was funded. The funds are used <br /> for equipment training and exercises. This was a 5 year agreement and it is time to renew it to <br /> continue the participation. The Homeland Security dallars are slowly going down, the dollars <br /> are divided by papulation and this PET region is the second largest. <br /> Purdy made a motion and Arnald seconded to approve Resolution #12-048 and authorize the <br /> chair to sign the agreement. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziala <br /> all voted yes and none voted no. Motion carried. <br /> 9. DISCUSSION REGARDING PUBLIC SERVICE COMMISSION SEEKING COMMENT <br /> REGARDING CHANGES MADE TO THE WIRELESS E-911 SUPPORT ALLOCATION MOD�L <br /> - Mr. Rosenlund stated that the Public Service Commission is receiving comments regarding the <br /> wireless surcharge. They currently receive $45,000.00 but the commission is looking at a <br /> reduction an the surcharge. They currently have e a surplus of funds and there was a group <br /> that went to the meeting to give testimany and suggestions on the use of the funds. He does <br /> not think they shauld reduce the surcharge. The commission is recommending to consalidate <br /> the emergency management departments but he has concerns on how a cansolidated unit <br /> could manage calls in another county, He thinks it is premature to reduce the funding they may <br /> not be meeting the needs of the state at this time. <br /> Lancaster suggested talking to Larry Dix with NACO to see if he could get an opinion and <br /> support. They are having meeting an Thursday and the comments are due on August 21 S'with <br /> the hearing scheduled for August 28'h. This will affect the entire state. <br /> Arnold stated that the increased use of cell phones has increased the demand on law <br /> enforcement and it makes good sense to have the money going locally. <br /> Mr. Rosenlund stated that he is pleased that the funds have paid for some of th� upgrades, but <br /> he would like to see that the surcharge can be used for personnel costs. So far the public <br /> service commission has been responsive and fair. <br /> Purdy stated that we don't mind paying the 50 cents surcharge but there would be better control <br /> if it was controlled locally. This may require some legislative changes. <br /> 5 <br />
