10:20 a.m. Reconvened the Board of Equalization meeting for the executive session regarding <br /> litigati�n. <br /> 11:08 a.m. Returned to the regular meeting. <br /> 9. DISCUSSION REGARDING CITY OF GRAND ISLAND'S DEWATERING PLAN <br /> Mr. McFarland stated that he put this on the agenda because of concerns from the residents of <br /> the east lakes area and he also lives in that area. He is not opposed to the plan but has <br /> concerns that it will solve problems far one group of people and cause problems for another. <br /> He has a copy of the 107 page plan and has read it but still has concerns. Mr. McFarland, Ms. <br /> Lancaster, and Mr. Schuppan met with Mayor Vavricek Ms. Brawn and Ms. Gilbert r�garding the <br /> concerns and they ask that the county board be included on any af the meetings. This is just a <br /> study and the board will be notified. Lancaster stated that the county may not have any <br /> jurisdiction regarding this issue. McFarland stated he just wanted a platfarm where the people <br /> can speak. <br /> Rick Saalfeld a resident of the Davis Lake area expressed concern on the dewatering project <br /> and is concerned that the county cannot do anything about it. This proposal wauld be <br /> devastating the residents of the lake area and ask that the county board will give due <br /> consideration on this propas�d project. <br /> Lancaster noted that the caunty may not have any legal authority. Arnold noted that he is not <br /> sure of the cost benefits. <br /> Larry Frast af Kuester Lake expressed concern that if the lakes are drawn down it will decrease <br /> the valuation af the property. He stated that he contacted the NRD and Olsson and Associates <br /> regarding th� impact to these lakes but has not received an answer. He also pointed out that <br /> these are water table lakes so they cannot be filled to the same level. Mr. McFarland thanked <br /> them for coming and stated that he will monitor the issues as close as he can. <br /> 10. DISCUSSION REGARDING HALL COUNTY CONTAMINATION MAP - Quandt stated that <br /> he contacted Chad Nabity regarding the contamination map and asked if there was samething <br /> available. Mr. Nabity stated that the EPA has a mapping program that can be used. It is nat a <br /> city or a county responsibility to maintain this map it is the responsibility of the EPA. There was <br /> same concern regarding contamination from a gas plant that has not been used for many years. <br /> Ziola noted that there were concerns on the jail and the safety center and there could be some <br /> vapor issues but they are just testing at this time. <br /> Mr. Nabity recommended using the EPA mapping program and if there are future meetings <br /> regarding this issue the county will be included. <br /> Quandt stated that he would like this infarmation available to the public. Discussion was held to <br /> pravide a link to the EPA mapping program. <br /> NEW OR UNFINISHED BUSINESS —Chairman Lancaster called for new ar unfinished <br /> business and Mr. Purdy stated that the facilities committee discussed the vandalism on the <br /> pickup and car. There is a $1000.Q0 deductable and the quote to repair was $2,700.00 and the <br /> case has been referred for prosecution. Discussion was held and Mr. Purdy stated that he will <br /> contact NIRMA and discuss this with them. It was questioned if there should be full coverage or <br /> liability only on these older vehicles. This will be referred to the insurance committee and they <br /> 6 <br />
