9:05 a.m. Held a Board of Equalization meeting <br /> 9:18 a.m. Returned to the regular meeting <br /> PUBLIC PARTICIPATION — Vice Chairman Lancaster called for public participation and no one <br /> responded. <br /> 14 REPORT FROM ELECTION COMMISSIONER REGARDING REDISTRICTING — Election <br /> Commissioner Dale Baker stated that the post census numbers have affected the legislative <br /> districts so these were the first to be changed and that will affect Hall County and the City. Mike <br /> Gloor's legislative district will extend outside of the city limits and Annette Dubas's district will <br /> extend into the city limits so supervisor district 5 and 6 will be affected. The state legislature <br /> prohibits splitting a precinct for a legislative district. Election costs continue to go up and she <br /> would like to combine some precincts to save some elections costs. She wants to make the <br /> changes now, some of the precincts may be larger and she hopes to make it easier to vote. <br /> There will be a mass mailing in April informing the public of these changes. The primary <br /> elections usually see a 25% turn out and the presidential elections are just a wild card. The <br /> early voters are more consistent and she feels it is a smart move to make the changes now. <br /> She ask if the board members had questions. <br /> Schuppan questioned if there is a map of the precincts but Ms. Baker stated that they do not <br /> have a map yet. <br /> Lancaster stated that the committee met and reviewed the city and county district lines. They <br /> are all different and it is a big job to try and make the districts aline. Ms. Baker stated that you <br /> want to encourage people to vote and make sure there are ample pole workers and make it <br /> convenient for the voters. It is important to make sure that a presidential election goes <br /> smoothly. <br /> Arnold mentioned a situation where a voter did not have the correct ballot and asked what could <br /> be done. Ms Baker stated that if the ballot was not correct he should not cast his vote and he <br /> could be given the correct ballot. <br /> Purdy asked how many precincts there are and she stated that we now have 35 and she would <br /> like to get down to 20. She also stated that ADA access is also a big issue. <br /> 9:30 a.m. Held a Board or Corrections meeting <br /> 10:05 a.m. Recessed the Board of Corrections meeting <br /> 10:05 a.m. PUBLIC HEARING FOR THE ACQUISTION OF A HANDI BUS — Arnold made a <br /> motion and Purdy seconded to open the public hearing. Arnold, Lancaster, Purdy, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no with Jeffries absent. Motion carried. <br /> Theresa Engelhardt, Diana McKoski and Steve Fuller with Hall County Public Transportation <br /> were present. Mr. Fuller is the new transit manager and he stated he has been there 4 weeks. <br /> Mr. Fuller read a letter regarding the proposed purchase. He noted that they understand there <br /> is a shortage of funds. There had been $12,000.00 previously budgeted for the matching <br /> dollars for a bus but now there is only $7,000.00 budgeted.
