HALL COUNTY BOARD OF CORRECTIONS MEETING DECEMBER 6, 2011 <br /> 9:30 a.m. Quandt made a motion Purdy seconded to go into a Board of Corrections <br /> meeting <br /> Present on roll call were Scott Arnold, Pamela Lancaster, Bob McFarland, Daniel <br /> Purdy, Gary Quandt, Steven Schuppan and David Ziola. . <br /> Also present was Fred Ruiz Corrections Director, County Attorney Jack.Zitterkopf and <br /> Board Assistant Stacey Ruzicka. <br /> CALL TO ORDER - The meeting was called to order by Chairman Pamela Lancaster. <br /> NOTICE OF OPEN MEETING LAW — Chairman Lancaster read the notice of the open <br /> meeting law. <br /> MINUTES — Ziola made a motion and Purdy seconded to place on file the minutes of <br /> the November 8, 2011 meeting. Arnold, Lancaster, McFarland, Purdy, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION — Chairman Lancaster called for public participation and no <br /> one responded. <br /> CORRECTIONS DIRECTOR'S REPORT — Fred Ruiz reported they had an unexpected <br /> ICE inspection but it was more about the ICE employees than Hall County. He stated <br /> that the facility received good comments on three best practices the GED classes, the <br /> kiosks can be used to send letters regarding mental health issues and also the micro <br /> waves in the housing units. He stated that if information is not documented it does not <br /> happen in their world. There was also the annual jail standards inspection. Jail <br /> standards walked away very impressed. <br /> He also noted that there were only 5 assaults on the staff this year and the number of <br /> assaults between inmates was also down. <br /> Arnold noted that the staff can better manage the assaults on the inmates because of <br /> the new facility. They have come a long way. <br /> Mr. Ruiz stated that they have a new restraint chair and they can have an inmate in the <br /> chair in 23 seconds. He also noted that they record the use of the chair. He stated that <br /> he would like to make video of some of the practices and how they handle things and <br /> show this at the next jail tour. <br /> He also stated that they received a proposal regarding the replacement of the lights in <br /> the building but are requesting additional proposals. <br /> Merrick County has some plumbing issues and some issues with their inmates so they <br />
