HALL COUNTY BOARD OF CORRECTIONS MEETING OCTOBER 25, 2011 <br /> 9:30 a.m. Quandt made a motion and Ziola seconded to go into a Board of Corrections meeting <br /> Present on roll call were Scott Arnold, Pamela Lancaster, Bob McFarland, Daniel Purdy, Gary <br /> Quandt, Steven Schuppan and David Ziola. <br /> Also present was Fred Ruiz Corrections Director, County Attorney Jack Zitterkopf and Board <br /> Assistant Stacey Ruzicka. <br /> CALL TO ORDER - The meeting was called to order by Chairman Pamela Lancaster. <br /> NOTICE OF OPEN MEETING LAW — Chairman Lancaster read the notice of the open meeting <br /> law. <br /> MINUTES — Ziola made a motion and Purdy seconded to place on file the minutes of the <br /> September 13, 2011 meeting. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and <br /> Ziola all voted yes and none voted no. Motion carried. <br /> PUBLIC. PARTICIPATION -- Chairman Lancaster called for public participation . and no one <br /> responded. <br /> CORRECTION'S DIRECTOR'SREPORT — Mr. Ruiz stated that the population is down <br /> to 210 to 220 the number of the ICE detainees are up. He noted that 44% of the <br /> inmates are on some type of drugs and about 18% are on psychotropic drugs. <br /> They did receive the new finger printing equipment and it has been installed. They <br /> charge $10.00 for the first print and $5.00 for each additional print. It was important to <br /> get the public out of the secure areas and that has been done. The new revenue was <br /> included on the revenue report. <br /> The State Department of Corrections visited the facility and it is nice to have the bigger <br /> facilities in Nebraska visit. They were interested in Hall County's technology. <br /> Quandt questioned the medical costs and Mr. Ruiz stated that they are currently at 70% <br /> of the budgeted medical costs. They recently had one inmate medical costs at <br /> $26,000.00 but after reviewing the bill Holly noticed that St. Francis did not bill it at the <br /> Medicaid rate so the hospital was contracted and will be refunding about $20,000.00 but <br /> that will just go in the general fund. When the state fair was here the people that work <br /> the midway may have records and there was an issue when one was incarcerated and <br /> there were subsequent medical bills but the county is stuck with the bill. <br /> Lancaster noted that they are checking the inmates to see if they may have veteran's <br /> benefits and if so they are used. <br /> Mr. Ruiz stated that the kiosks are installed and in the first 15 weeks they did about <br /> $30,000.00 worth of business the county receives 56% so this will be about a 30% <br />
