HALL COUNTY BOARD OF CORRECTOINS MEETING MARCH 1, 2011 <br /> ROLL CALL VOTE — 11:00 a.m. Quandt made a motion and Ziola seconded to go into a <br /> Board of Corrections meeting. <br /> Present on roll call were Scott Amold, Bud Jeffries, Pamela Lancaster, Daniel Purdy, <br /> Steve Schuppan, Gary Quandt and David Ziola. <br /> Also present was Fred Ruiz Corrections Director, County Attorney Jack Zitterkopf and <br /> Board Assistant Stacey Ruzicka. <br /> • <br /> CALL TO ORDER - The meeting was called to order by Chairman Bud Jeffries. <br /> CORRETIONS DIRECTOR'S REPORT -- Corrections Director Fred Ruiz was present <br /> and distributed information to the board members. The Securis Phone Contract in the <br /> inmate housing units is due in July and he discussed this with Jerry Janulewicz <br /> regarding going out for bids but they already have their equipment in place and they may <br /> not do any better than this contract. They use prepaid phone cards for the inmates. <br /> They also provide an automated information system so 58% the calls are being taken <br /> care of by the automated system. A lot of calls relate to inmate release information and <br /> if would have been difficult to handle 27,000 phone requests. They have not found any <br /> other provider that would work with law enforcement and if they were to change systems <br /> they may not retain the archive information. The County also receives a 56% <br /> commission on the gross revenue. The have also been offered a $50,000.00 technology <br /> grant the first $30,000.00 would be used to purchase fingerprinting equipment that they <br /> would use to provide public fingerprints, now the public may have to wait hours before <br /> the prints can be taken because the booking area has to be free of inmates before any <br /> one else can come in. New equipment would be installed in the booking area and there <br /> would be a portable unit that could be used for the public prints. They would charge <br /> $10.00 for a public fingerprint. <br /> He has a proposed contract and will discuss this with the corrections steering committee. <br /> Ziola noted that the unit cost is $31,000.00 and there are maintenance fees of $2,000.00 <br /> The prints will be submitted by phone. <br /> Mr. Ruiz stated that he would also like to address the Internet based video visitation. <br /> This is fairly new technology. December 28 the company came out and then came <br /> back and offered to install the equipment. He would like to look at an RFP and go out for <br /> bids. This system would offer internet visitation, if a family has internet access they <br /> would be able to do the internet visitation. It would generate some revenue and inmates <br /> are better behaved due to increased visitation and would be less of a problem for the <br /> visitors. <br /> Swanson's is trying to schedule the installation of the kiosks but they do not have a <br /> schedule set when the wiring will be installed. <br /> He provided information on the ICE revenue and note that through January they have <br /> received $1,492,085.09 in revenue and he would like to start paying back the inheritance <br /> fund. They are averaging 85 to 90 ICE inmates daily. <br /> 1 <br />
