HALL COUNTY BOARD OF CORRECTOINS MEETING JANUARY 4, 2011 <br /> ROLL CALL VOTE — Quandt made a motion and Wagoner seconded to go into a Board <br /> of Corrections meeting. <br /> Present on roll call were Scott Arnold, Bud Jeffries, Daniel Purdy, Robert Rye, Gary <br /> Quandt and Daniel Wagoner. Lancaster was present but out of the room for the vote. <br /> Also present was Fred Ruiz Corrections Director, County Attorney Jack Zitterkopf and <br /> Board Assistant Stacey Ruzicka. <br /> CALL TO ORDER - The meeting was called to order by Chairman Bud Jeffries. <br /> NOTICE OF OPEN MEETING LAW - Chairman Jeffries read the notice of the open <br /> meeting law. <br /> MINUTES OF THE NOVEMBER 9 MEETING — Quandt made a motion and Wagoner <br /> seconded to place on file the minutes of the November 9.2011 meeting. Arnold, <br /> Jeffries, Lancaster, Purdy, Quandt, Rye and Wagoner all voted yes and none voted no. <br /> Motion carried. <br /> Discussion was held on the quarterly jail tour and this will be postponed for 2 weeks <br /> because of time constraints. <br /> CORRECTION DIRECTORS REPORT — Mr. Ruiz reported that they have been <br /> discussing the installation of the kiosks for the corrections department and an addendum <br /> will have to be made to the contract with Swanson. This will be addressed at the next <br /> meeting. The National Commission on Correctional Health, the accrediting body for <br /> health and mental health issues in correctional facilities, proposed policies and <br /> procedures and they are in place and a good fit for Hall County. The cost for these <br /> services is about 4 to 5 thousand dollars. These services are very important to the <br /> facility so he will find it in his budget to pay for this. He also mentioned that they will <br /> participate in the fund drive that is sponsored by St Francis by providing the "jailhouse <br /> jambalaya." <br /> The inmate phone contract renewal is coming up and in discussion with the committee <br /> they are suggesting eliminating some of the fees for the automated phone services but <br /> are recommending continuing with the current provider and extending the contract. <br /> They will be having a Spillman upgrade on January 17 <br /> The plumbing issue has been taken care of also. <br /> He reported that the inmate video system technology is always evolving and they are <br /> always looking for a revenue stream. There is now a web based video system that will <br /> allow families to visit an inmate from a home computer. This allows the inmate the <br /> ability to stay in touch with family members. They can log into the web site and pay for <br /> the service. The contact with family members does not punish the family and results in <br /> more well behaved inmates because they are in touch with their families.
