HALL COUNTY BOARD OF CORRECTIONS MEETING NOVEMBER 9, 2010 <br /> ROLL CALL VOTE — Quandt made a motion and Amold seconded to go into a Board of <br /> Corrections meeting. <br /> Present on roll call were Scott Arnold, Bud Jeffries, Pamela Lancaster, Daniel Purdy, <br /> Robert Rye, Gary Quandt and Daniel Wagoner. Also present was Fred Ruiz Corrections <br /> Director, County Attorney Jack Zitterkopf and Board Assistant Stacey Ruzicka. <br /> CALL TO ORDER - The meeting was called to order by Chairman Bud Jeffries. <br /> NOTICE OF OPEN MEETING LAW - Chairman Jeffries read the notice of the open <br /> meeting law. <br /> MINUTES OF THE SEPTEMBER 14 MEETING -- Quandt made a motion and Arnold <br /> seconded to place on file the minutes -- Arnold, Jeffries, Lancaster, Purdy, Quandt, Rye <br /> and Wagoner all voted yes and none voted no. Motion carried. <br /> CORRECTION DIRECTOR'S REPORT - Corrections Director Fred Ruiz provided the <br /> board members with information regarding the federal inmate housing they have <br /> received $735,808,049.00 plus $194,000.00 for October with a total of $929,888,096.00 <br /> so it is just under a million dollars. They now have some historical data. The SCAP <br /> program for the foreign born inmates is down a little. They also had a federal audit <br /> because of the contract. He expressed concern on the ICE audit they were rated <br /> acceptable and he takes exception with that score and wants to be above that rating. <br /> He noted that historically January and February the ICE numbers will be lower. <br /> He stated that the committee met regarding the plumbing problem but that has not been <br /> addressed yet because of the audit. <br /> The Swanson Company had offered $6,000.00 to do some wiring for the kiosks and he <br /> wants to go forward with this project. <br /> He stated that the staffing is consistent they have about 1 turn over a month but Hall <br /> County is a good employer and provide good benefits. He stated that they appreciated <br /> the employee recognition there was enough food for the night shift also. <br /> Jail Standards was here last week and it went well. He also stated that the video court is <br /> doing well they still use the holding facility but video court is taking over. He expressed <br /> concern on the issue of early releases when that happens they are going to violate and <br /> they will be back in a facility. He is in charge of keeping the jail and making some <br /> money so these inmates returning will add to the numbers and we will have to provide <br /> more programs. There are some weekends when there are 24 over nighters. <br /> Lancaster expressed concern that the state will not reimburse the county for the repeat <br /> offenders it will be another unfunded mandate. Mr. Ruiz stated that he would like to look <br /> at electronic monitoring technology that will track an inmate by satellite. <br />
