HALL COUNTY BOARD OF CORRECTIONS MEETING MAY 11, 2010 <br /> ROLL CALL VOTE — Amold made a motion and Lancaster seconded to go into a Board <br /> of Corrections meeting. <br /> Present on roll call were, Scott Arnold, Bud Jeffries, Pamela Lancaster, Daniel Purdy, <br /> Robert Rye, Gary Quandt and Daniel Wagoner. Also present was Fred Ruiz <br /> Corrections Director, Holly Plejdrup, Administrative Assistant, County Attorney Jack <br /> Zitterkopf and Board Assistant Stacey Ruzicka. <br /> CALL TO ORDER - The meeting was called to order by Chairman Bud Jeffries. <br /> MINUTES — Lancaster made a motion and Quandt seconded to approve the minutes of <br /> the March 2, 2010 meeting. Arnold, Jeffries, Lancaster, Purdy, Quandt, Rye and <br /> Wagoner all voted yes and none voted no. Motion carried. <br /> NOTICE OF OPEN MEETING LAW - Chairman Jeffries read the notice of the open <br /> meeting law. <br /> CORRECTIONS DIRECTORS REPORT — Corrections Director Fred Ruiz stated that the <br /> corrections steering committee has been looking at the interlocal agreement with the city <br /> regarding the ambulance services. This agreement was signed with the city in 2003 and <br /> again in 2008 and is a 5 year agreement. One stipulation in the agreement was that the <br /> fees to the county were to be at no cost until they reached $12,000.00. A single <br /> ambulance run is about $700.00 to $900.00. They have reviewed the numbers and to <br /> date it appears that they have not exceeded the $12,000.00 but they seem to be off <br /> $1,300.00 to $1,400.00 dollars but they do not have any invoices. There may be <br /> situations where the state patrol may pick some one up and bring them to jail and if the <br /> county is billed that bill would be sent to the state patrol . The county should receive <br /> some money back. <br /> He recently was contacted by Cindy Johnson regarding the city wide cleanup for the <br /> state fair. They hope to use inmates to help with the clean up of the 2 islands on the <br /> highway. He noted that within the last month the number of the ice detainees has gone <br /> up and also the number of the local inmates has also gone up. They are busy. They <br /> also helped with the election. This past week was "Correctional Officers week" and <br /> Aramark provided snacks for the staff. They are working on the heating and cooling <br /> system at the corrections department it is a closed system and needs to be flushed out. <br /> He provided information on the revenue and by the end of the year should be right at 2.7 <br /> million dollars. He did not think their numbers would get to 250 but they actually broke <br /> the 260 mark. He asked if the board members had any questions. <br /> Quandt questioned if a prisoner is brought in for booking are they ever refused. Mr. Ruiz <br /> stated that if they are not fit for confinement that may happen and this could generally be <br /> due to a medical or mental issue. Mr. Quandt also asked if an inmate has phones or <br /> lighters what happens and Mr. Ruiz stated that they retain that personal property. <br /> Arnold noted that the number of the ICE detainees drops off at the first of the year <br /> because they return to Mexico. They are cutting back on the transportation costs and <br /> are trying to increase the numbers before making the trips. <br /> 1 <br />
