HALL COUNTY BOARD OF CORRECTIONS MEETING NOVEMBER 10, 2009 <br /> The Hall County Board of Corrections met from general session and by published call. <br /> 10:00 a.m. Quandt made the motion and Rye seconded to go into the Board of <br /> Corrections. Members present on roll call vote were Scott Arnold, Bud Jeffries, Pamela <br /> Lancaster, Daniel Purdy, and Gary Quandt. Bob Rye and Daniel Wagoner. Also <br /> present was Corrections Director Fred Ruiz. <br /> OPEN MEETING LAW — Chairwoman Lancaster read the notice of the open meeting <br /> law. <br /> MINUTES OF MEETING — Quandt made a motion and Jeffries seconded to place on file <br /> the minutes of the September 15, 2009 meeting. Arnold, Jeffries, Lancaster, Purdy, <br /> Quandt and Wagoner, all voted yes and none voted no. Rye was absent for the vote. <br /> Motion carried. <br /> PUBLIC PARTICIPATION — Chairperson Lancaster called for public participation and no <br /> one responded. <br /> CORRECTIONS DIRECTORS REPORT — Mr. Ruiz stated that last week was <br /> difficult with the funeral for John Fosket. The staff will experience some residual <br /> affects and the mental health provider has offered her services for the staff. The <br /> entire staff has been very supportive and the department was well represented at <br /> the services. <br /> Mr. Ruiz noted the following inmate population numbers: <br /> YEAR TOTAL INMATES <br /> 2007 4201 <br /> 2008 4051 <br /> 2009 4380 <br /> He stated that they will be at 6000 bookings from January to December. The <br /> daily population is at 218 and the ICE numbers from July to October is at 72. <br /> These numbers go up and down and sometimes they may do 85 bookings in a <br /> day. With those numbers they are generating revenue. From July to November <br /> they generated $770,248.00 and there were also the SCAT funds in the amount <br /> of $5,682.00. They are doing well and the hope to generate more revenue with <br /> the ICE contract. <br /> This week jail standards will be doing the review and tomorrow Advanced <br /> Correctional Health Care will be doing some training on suicide prevention. He <br /> also went to North Platte they have just broken ground on their new facility. <br /> Quandt questioned what was used to do the background checks and Mr. Ruiz stated <br /> that they use NCIS and if anything else is needed they would have to use Interpol. <br />
