HALL COUNTY BOARD OF CORRECTIONS MEETING SEPTEMBER 15, 2009 <br /> The Hall County Board of Corrections met from general session and by published call. <br /> 10:00 a.m. Arnold made the motion and Jeffries seconded to go into the Board of <br /> Corrections. Members present on roll call vote were Scott Arnold, Bud Jeffries, Pamela <br /> Lancaster, Daniel Purdy, and Gary Quandt. Bob Rye and Daniel Wagoner. Also <br /> present was Corrections Director Fred Ruiz. <br /> OPEN MEETING LAW -- Chairwoman Lancaster read the notice of the open meeting <br /> law. <br /> MINUTES OF MEETING — Jeffries made a motion and Arnold seconded to place on file <br /> the minutes of the July 7, 2009 meeting. Arnold, Jeffries, Lancaster, Purdy, Quandt, <br /> Rye and Wagoner, all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION — Chairperson Lancaster called for public participation and no <br /> one responded. <br /> CORRECTIONS DIRECTORS REPORT — Mr. Ruiz stated that an audit of the <br /> department was preformed and the corrections department passed completely. <br /> The kitchen, medical, and the policy and procedures were audited. The policies <br /> and procedures are enforced by the staff. <br /> The number of inmates has been up to 250 to 260 and has been holding at 235 <br /> to 250. The ICE detainee numbers are also up. They were averaging 86 in <br /> July and 108 for August but now it is at 95 to 100. <br /> The revenue submitted for July was $399,822.92 this was for 2 months, but he <br /> has billed out closer to $600,000.00 this includes the billing for ICE. He billed <br /> other counties about $14,000.00. They turned over $6,500.00 for the fees for <br /> phone cards. <br /> The audit is important to the department in order to stay ahead of the curve they <br /> want a safe environment. At this time there is only one accredited corrections <br /> facility in the state they are not ready for accreditation yet but he intends to reach <br /> that goal. <br /> The grand jury issued two recommendations and they are working through those <br /> issues once they have finished they will review it with the committee. <br /> Advanced Medical provides health care supplies for the department and they <br /> also have a purchasing program for medical supplies and office supplies that <br /> offers lower costs. These purchases would not be restricted to just the <br /> corrections department but to the entire county. They even offer paper, but it <br /> would also impact the local merchants but they would like to look into this <br /> proposal. <br /> 1 <br />
