HALL COUNTY BOARD OF CORRECTIONS MEETING JULY 7, 2009 <br /> The Hall County Board of Corrections met from general session and by published call. <br /> 10:00 a.m. Jeffries made the motion and Quandt seconded to go into the Board of <br /> Corrections. Members present on roll call vote were Scott Arnold, Bud Jeffries, Pamela <br /> Lancaster, Daniel Purdy, and Gary Quandt. Bob Rye and Daniel Wagoner. Also <br /> present was Corrections Director Fred Ruiz. <br /> OPEN MEETING LAW -- Chairwoman Lancaster read the notice of the open meeting <br /> law. <br /> MINUTES OF MEETING — Jeffries made a motion and Quandt seconded to place on file <br /> the minutes of the January 6, 2009 meeting. Arnold, Jeffries, Lancaster, Purdy, Quandt, <br /> Rye and Wagoner, all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION — Chairperson Lancaster called for public participation and no <br /> one responded. <br /> DISCUSSION AND POSSIBLE ACTION ON A CONTRACT BETWEEN THE HALL <br /> COUNTY BOARD OF CORRECTIONS AND UFCW LOCAL 22 FOR 2009 TO 2011 — <br /> County Attorney Mark Young was present he thanked Lancaster and Jeffries for working <br /> on the contract and negotiations. An agreement has been reached and the wagers are <br /> set forth on attachment A. The health insurance co pay rate for family is 22% and the <br /> health insurance co pay rate for single is 5 %. There was a change on the grievance <br /> procedures. <br /> Jeffries made a motion and Purdy seconded to approve the 2009 to 2011 UFCW union <br /> agreement for the corrections department. Arnold, Jeffries, Lancaster, Purdy, Quandt <br /> and Rye all voted yes and Wagoner voted no. Motion carried. <br /> CORRECTIONS DIRECTORS REPORT — Corrections Director Fred Ruiz stated that <br /> He appreciated the work that was done on the contract. They are now using the <br /> new medical vendor Advanced Corrections. There is more paperwork but they <br /> are more organized. It is different but good. They are also working on an <br /> amendment to the new janitorial contract. He stated that the National <br /> Commission on correctional Health Care sets the standards for correctional <br /> facilities and they will be holding a conference in Seattle. Odel Peraz has started <br /> working and her fees will be paid out of the inmate welfare fund. They are also <br /> working with the Central District Health Department on the TB testing. The <br /> NCCHC states that inmate should be tested for TB in 14 days. They also <br /> discussed this issue with Advanced Corrections and they quoted $2.45 per <br /> inmate for the testing. They hope to get this started and continue to work with <br /> the health department to take over and continue the treatment. These fees will <br /> come out of the inmate welfare fund. <br />
