HALL COUNTY BOARD OF CORRECTIONS NOVEMBER 10, 2008 <br /> The Hall County Board of Corrections met from general session and by published call. <br /> 10:00 a.m. ROLL CALL VOTE — Eriksen made the motion and Rye seconded to go into <br /> the Board of Corrections. Jim Eriksen, Bob Humiston, Bud Jeffries, Pamela Lancaster, <br /> Robert Rye and Daniel Wagoner, all voted yes and none voted no. Scott Arnold was <br /> absent. Motion carried. <br /> NOTICE OF OPEN MEETING LAW — Chairman Jeffries read the notice of the open <br /> meeting law. <br /> MINUTES OF MEETING — Eriksen made a motion and Rye seconded to place on file <br /> the minutes of the September 2, 2008 meeting. Eriksen, Humiston, Jeffries, Lancaster, <br /> Rye and Wagoner, all voted yes and none voted no. Arnold was absent. Motion carried. <br /> NOTICE OF OPEN MEETING LAW — Chairman Jeffries read the notice of the <br /> open meeting law. <br /> CORRECTION DIRECTOR'S REPORT — Correction Director Fred Ruiz was <br /> present and stated that they received their first audit to make sure that the facility <br /> and the policy and procedures are sufficient. There was one concern on the tool <br /> management that will require the inventory to be logged in and out. They are <br /> hoping to be in full compliance soon. <br /> He stated that the Grand Jury came back and there was nothing criminally wrong <br /> and no criminal intent. They also gave recommendations regarding the <br /> handicapped cells. They should use only handi- capped cells, they should try to <br /> eliminate the gaps between the top bunks and eliminate the handi- capped rails, <br /> but there are ADA and fire regulations that also need to be addressed. The <br /> committee has talked to Jerry Janulewicz and they are working on the <br /> suggestions. <br /> He reported that the state has been billed $299,913.67 for 2007 — 2008 and <br /> some is still uncollected and do not expect to be paid. <br /> The population has gone up to 180 but it is currently back down to 120 to 140 <br /> inmates. <br /> They are still working on the state billing and some senators are supportative but <br /> the Governor stated that if they do no agree the funding would be eliminated. <br /> Jeffries suggested not pay a bill to the state when we do not receive <br /> reimbursement. <br /> Mr. Ruiz stated that he has contacted the other correctional facilities in the state <br /> the facilities are different but the policies and the issues are always the same. <br /> He is hoping that the other correctional facilities may be able to combine some <br /> efforts. <br />
