HALL COUNTY BOARD OF CORRECTIONS MEETING SEPTEMBER 4, 2007 <br /> The Hall County Board of Corrections met from general session and by published call: <br /> 10:00 a.m. Jeffries made the motion and Lancaster seconded to go into the Board of <br /> Corrections. Arnold, Eriksen, Jeffries, Lancaster, Rye and Wagoner, all voted yes and <br /> none voted no with Bob Humiston absent. Motion carried. <br /> CALL TO ORDER — Arnold called the meeting of the Board of Corrections to order. <br /> ROLL CALL - Members present were Scott Arnold, Jim Eriksen, Bud Jeffries, Pamela <br /> Lancaster, Bob Rye, and Daniel Wagoner. Bob Humiston was absent. Also present <br /> was Corrections Director Fred Ruiz. <br /> OPEN MEETING LAW — Chairman Arnold read the notice of the open meeting law. <br /> MINUTES OF MEETING — Lancaster made a motion and Humiston seconded to place <br /> on file the minutes of the July 10, 2007 meeting. Arnold, Eriksen, Jeffries, Lancaster, <br /> Rye and Wagoner, all voted yes and none voted no with Humiston absent. Motion <br /> carried. <br /> PUBLIC PARTICIPATION — Chairman Arnold called for public participation and no one <br /> responded. <br /> CORRECTIONS DIRECTORS REPORT — Corrections Director Fred Ruiz was <br /> present. He stated that the construction is going well, the building is enclosed, the roof <br /> and <br /> windows are completed leted but there are no security doors. Once the building is <br /> secured then power will be available in the building to all of sub contractors. Another <br /> sign of progress is that the parking lots are poured and all of the concrete floors in the <br /> building have been poured. They are still looking at a March 28 completion date. The <br /> March 28 completion date has caused some problems because they will have to extend <br /> the contract an additional 4 months so they will have to negotiate these changes. <br /> They are entering into discussion with ICE for 50 or 70 beds but there is a definite <br /> interest in housing inmates here. He has also been contacted by Lancaster County <br /> regarding housing inmates. He also stated that the local Masons have contacted him <br /> regarding a corner stone ceremony. <br /> The staffing for the new facility is a big issue and they hope to start hiring in January. <br /> He will be sending some officers for leadership training and will send others for <br /> additional training in the future. They will be meeting with DLR today and have a <br /> progress meeting with the sub contractors this afternoon. <br /> The jail is at 120 to 130 inmates and recently they processed 50 inmates in a 24 hour <br /> period. He does not see the average going down and in 6 months to a year estimates' <br /> the daily average will be 180. He would like to be able to contract out 100 beds. His <br /> staffing levels have remained stable because with a hiring list they can hire quickly. He <br /> stated that the staff is doing well and he is pleased with what it going on. <br />
