HALL COUNTY BOARD OF CORRECTIONS MEETING JULY 10, 2007 <br /> The Hall County Board of Corrections met from general session and by published call: <br /> 10:00 a.m. Jeffries made the motion and Wagoner seconded to go into the Board of <br /> Corrections. Arnold, Eriksen, Humiston, Jeffries, Lancaster, Rye and Wagoner, all voted <br /> yes and none voted no. Motion carried. <br /> ROLL CALL - Members present were Scott Amold, Jim Eriksen, Bob Humiston, Bud <br /> Jeffries, Pamela Lancaster, Bob Rye, and Daniel Wagoner. Also present was <br /> Corrections Director Fred Ruiz. <br /> OPEN MEETING LAW — Chairman Arnold read the notice of the open meeting law. <br /> MINUTES OF MEETING — Lancaster made a motion and Humiston seconded to place <br /> on file the minutes of the May 1, 2007 meeting. Arnold, Eriksen, Humiston, Jeffries, <br /> Lancaster, Rye and Wagoner, all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION -- Chairman Arnold called for public participation and no one <br /> responded. <br /> CORRECTIONS DIRECTORS REPORT -- Corrections Director Fred Ruiz was <br /> present. He stated that the current population is at 120 inmates. They are <br /> having some problems with the control panel and are limping by with quick fixes <br /> on the problems and they have also had to fix a washing machine. They have a <br /> couple of inmates that have special language issues. One inmate was a danger <br /> to himself and the staff and one inmate has felony charges and also has health <br /> issues so both of these inmates were transported to Lincoln for safe keeping. <br /> Mr. Ruiz also stated that the construction on the new corrections facility is 8 to 12 weeks <br /> behind and they are working hard to get the building enclosed. The cement panels and <br /> the metal building are not joined together yet because some of the kitchen and laundry <br /> equipment is very large and they need special equipment to move it in once this has <br /> been completed the building will be closed in. Once this is done they can complete the <br /> roof. The air exchange units are up and they will have permanent power this week. <br /> There will be a progress meeting today at 2:00 p.m. He stated that Chief Construction is <br /> doing a good job and DLR is representing the County well. <br /> Eriksen questioned if the two safe keepers had been in the new facility could these <br /> issues be handled differently. Mr. Ruiz stated yes it would because they would have <br /> access to a padded cell so the inmate could not harm himself or be a danger to the <br /> employees. <br /> Lancaster stated that she appreciates knowing that the new facility will be safer for the <br /> inmates and for the staff. She also thanked Mr. Ruiz for the progress reports on the new <br /> facility. Fred stated that talks to Bud frequently on the building issues. <br /> Mr. Ruiz also stated that the starting time for the 12 hour shifts will change on August 6'". <br />
